Mutual Transfer Railway - Level 1 post

Introduction

A mutual transfer is a process in which two individuals , typically employees in the same organisation or field, agree to exchange their positions or roles with each other. This exchange is usually based on mutual consent and is often done for personal or professional reasons.

What is Mutual transfer railway : Level 1 post

Mutual transfer in the railway for Level 1 posts, refers to a process where two non-gazetted railway employees who are currently working in Level 1 positions (with a Grade Pay of Rs 1800/-) in different Departments/Cadres of a Division/Office/Railway/PU/Unit agree to exchange or transfer their positions with each other. 

In this type of transfer, the employees do not necessarily need to have the same cadre or job profile, which is a departure from the usual transfer rules. Instead, employees from different cadres within Level 1 can exchange positions without the requirement of having a "corresponding cadre." 

However, there are certain conditions to be met, such are:

  • Para 310 of IREM Vol.I (Revised Edition-2009) states that non-gazetted railway employees are allowed to go on transfers through mutual exchange with employees from another Division/Office/Railway who hold a similar cadre. 
  • Employees who were formerly in Group "D" and are currently working in Level-1 (G.P. Rs 1800/-) in any Department/Cadre of a Division/Office/Railway/PU/Unit may be permitted to go on mutual exchange transfer with another employee also working in Level-1 (G.P. Rs 1800/-) without the condition of having a "corresponding cadre." However, this is contingent upon meeting the prescribed Medical Standard. 
  • It is essential that the transferred staff receive the necessary training in the new Unit, whenever it is considered necessary, before they are assigned to a working post. The duration of this training will be considered as duty.
